We have received notice from the HSE today to say that they have requested further time to consider the proposals and subject to parliamentary approval the proposed changes will come into force in October 2013.
Therefore training providers can continue to offer HSE Approved EFAW, FAW and FAW requalification courses or if they prefer and have been approved they can offer the QCF equivalent qualifications for these courses.
First Aid at Work Courses and requalification courses delivered under the HSE regulations will continue to need an independent assessment as before (1 assessor to every 6 students)
QCF First Aid at Work courses have different assessment criteria and do not need an independent assessor, the instructor is responsible for ensuring that every learner meets every single learning outcome. It is clear that employers are going to be encouraged by the HSE to QCF level qualifications to best discharge their duties in selecting a training provider.
ProTrainings will be able to continue to offer HSE approved certifications until the HSE changes come into effect. Centres will then have the choice of delivering QCF or continue to issue ProTrainings certificates as the courses and monitoring will be identical and be able to prove internal and external quality assurance for businesses and individuals.
